MEANING
Rice that millers must return to government after milling procured paddy — and the default that drives much of the PDS smuggling economy.
Procured paddy goes to rice mills, which must deliver rice back to Civil Supplies at the prescribed out-turn. Defaulting millers plug the gap with recycled PDS rice bought off cardholders — the loop behind seizures on the Maharashtra border and action against defaulting mills.
