MEANING

The last mile of the PDS — an authorised private dealer selling subsidised commodities against ration cards.

The dealer holds an authorisation, not a right: inspection irregularities — stock variation beyond marginal limits, diversion, e-PoS mismatch — bring show-cause and suspension or cancellation by the appointing authority (RDO for rural mandals, ASO for urban), with appeal to the Joint Collector. Cardholders are tagged to a neighbouring shop meanwhile.
