MEANING

The despatch document that makes a load of sand legal — no valid pass, and the lorry is seizable on sight.

Every TGMDC despatch moves on a transit pass issued through the SSMMS portal and verifiable against it at interception. The same word also does duty for the GST e-way bill in commercial-tax checks — context tells you which checkpost you are at.
