MEANING

The officer — usually a young IAS officer — who heads an ITDA, wielding sub-collector-like authority across the Agency.

In the Agency the PO is the pivot: tribal welfare, education, ROFR coordination, and the watch on land transfers under the 1/70 regulation. For tribal-area postings, the PO is the counterpart to know.
